However, the map doesn't mark any location for him and he's not in the tavern. I tried waiting through meditation but he's not popping up in there. This quest has a time limit and vanishes if I continue the main quest too far, so I'd prefer to get it out of the way ASAP. Does anybody know what's up? How can I find him?

When the last of them are defeated, head through the next opening to find an area with bodies along the walls. When you examine those bodies, you'll sometimes disturb wraiths but in one case will find something far more promising.
A young man's body has been torn apart by some sort of monster. Make sure that you examine it thoroughly. In particular, check his arm and if you have the surgical equipment, you can remove a metal splinter that could prove helpful later.
Now roll over the body and you'll find a volume of poetry that strikes you as the likely work of Dandelion. Note that if you like, you can stay in the tombs and do some more exploring to save some time later.

Talk to him and tell him that you found a volume of his poetry. He is grateful. The conversation you have with him goes on for some time, but when it ends you'll tell him to meet you after midnight at the burned village.
Go to the village now and mediate on the hill before you descend. Set the time to midnight, then head into the burned village to meet Dandelion. After a scene, you'll find yourself controlling the minstrel. You need to put together a song, one line at a time.
It should go something like this:. You have only a limited amount of time to make each choice. When the song finishes, the succubus will invite you down to her lair. You can either go immediately or retreat to Geralt. If you go down, the scene will cut to Geralt, who you are now controlling again. Head down into camp, kill some wraiths that appear, then head down into the tunnel to look after Dandelion. It is not just a book written by Dandelion but rather what he is writing currently.
Ele'yas is likely the only person who could have access to it within the amount of time it takes to do the other parts of the quest. The Succubus would likely not have an easy time trying to find and grab the book before being discovered whereas Ele'yas can easily blend in.
The Steel in Flesh: The quest itself is designed in a way so that you can only find this piece of steel likely from a blade with the right materials which require either buying items randomly or reading the corpse autopsy book. This would seem to impose that this particular event is not supposed to be obvious however this piece of steel is going to confirm Ele'yas guilt but I'll continue with this in point 4. Defense vs. Attack: The succubus only attacks Geralt when he is in her lair and refuses to believe in her innocence and is about to be killed.
Ele'yas on the other hand leaves while Geralt is presenting evidence for his guilt. A lot of people use the idea that he runs away as a means to say that innocent men do not flee and while I agree with this his real crime comes after he runs.
He comes back to try and kill Geralt. Instead of leaving him alone or just running and keeping to his own life as well as not bothering to plea his case to Iorveth who seems reasonable he flees and then tries to kill Geralt.
He could have survived the rest of his days in a different location very easily as Iorveth was not exactly the most loved of people but nope he tries to murder Geralt. We also find him on the way to the Succubus so instead of trying to kill Geralt perhaps he was in the area to try and kill the Succubus. If one is generally in love one does not try to get someone else to kill their love.
Angivare: Let's say that you do indeed believe Ele'yas he is so grateful that he gives you the promised payment as well as a sword called Angivare. A steel sword.
I make the case that the sword itself was not given to Geralt as a means to reward him but rather to get rid of the murder weapon. If the succubus truly was to blame I imagine we could have found evidence of some sort of steel weapon item in her lair but we find nothing.
On the other hand Ele'yas tries to give us a steel sword. I want to make it known that this specific sword is not actually found on Ele'yas' corpse after killing him meaning he likely got rid of the murder weapon before trying to attack you.
He does attack you with other weapons but not Angivare. Angivare itself is a very interesting name for a sword. Names Tell Tales: The succubus gives us Thyssen's armor as a reward and while many people may claim that this might have belonged to the male that died the name itself is relatively unimportant as someone as important as a member of the house of Thyssen going missing would have raised all kinds of problems considering it was the house of royalty. We are given no hints to Thyssen really being of any particular meaning in this game.
Angivare's name however is very telling.
